Quick Answer
Combat badges (CIB, CMB, CAB) recognize engagement with the enemy. Special skill badges (Airborne, Air Assault, Ranger Tab, etc.) recognize qualification in special skills. First award of a combat badge takes precedence.

22-16. Combat and special skill badges
Combat and special skill badges are awarded to denote proficiency in performance of duties under hazardous condi- tions and circumstances of extraordinary hardship, as well as special qualifications and successful completion of pre- scribed courses of training. See DA Pam 670–1 for authorized combat and special skill badges and tabs, specific placement guidance, order of precedence, and general wear policy.
